新公共管理视域下高职毕业生就业质量的影响机制与优化路径——以四川华新现代职业学院为个案研究

摘要：本文以新公共管理理论为分析框架，聚焦四川华新现代职业学院（下称 “华新职院”）毕业生就业质量问题，构建“机会- 匹配- 发展- 满意” 四维评价体系，结合该校近年毕业生就业统计数据及多家合作企业典型案例，从个人、学校、政府、企业四大主体切入剖析问题根源。研究发现，该校毕业生职业规划模糊、专业设置与成渝产业需求脱节、校企合作流于表面等问题较为突出。基于此，提出“政府引导、市场运作、校企协同、学生主体”的提升路径，为该校及同类高职院校就业质量提质提供实践参考。

Influence Mechanisms and Optimization Pathways of Higher -Vocational Graduates’ Employment Quality from the Perspective of New Public Management: A Case Study of Sichuan Huaxin Modern Vocational College

Abstract：Using New Public Management theory as its analytical framework, this paper focuses on the employment-qualitychallenges faced by graduates of Sichuan Huaxin Modern Vocational College (hereafter “Huaxin College”). It constructs afour-dimensional evaluation system—opportunity, match, development, and satisfaction—and, drawing on the college’s recentgraduate-employment statistics and representative cases from several partner enterprises, dissects the root causes from the perspectivesof four key stakeholders: students, the college, government, and business. The study finds that Huaxin graduates oftenlack clear career planning, that academic programs are misaligned with the industrial needs of the Chengdu–Chongqing economiccorridor, and that school–enterprise collaboration remains superficial. On this basis, the paper proposes an improvement pathof“ government guidance, market operation, school–enterprise coordination, and student agency,” offering a practical referencefor raising employment quality at Huaxin and similar higher-vocational institutions.
