农业面源污染的隐形推手：农户行为逻辑与治理路径

摘要：农业面源污染是当前限制农业可持续发展的重要环境问题，治理这类问题，既要解决技术难题，也要搞懂农户的行为逻辑。现有研究大多从宏观政策或自然技术层面分析污染成因与管控办法，对农户作为微观决策主体，其行为动机如何暗中推动污染扩散的问题，却缺少系统阐述。本文为了从农户行为逻辑切入，搭建“认知—动机—行动”的分析框架，研究农户在农业生产中，面对经济效益、风险规避与社会规范等多重因素时的决策模式，分析这些模式如何使得化肥、农药等投入品被过量使用、不当处置，进而形成面源污染。

The Hidden Driver of Agricultural Nonpoint Source Pollution: Farmers’Behavioral Logic and Governance Pathways

Abstract：Agricultural non-point source pollution is a significant environmental issue currently limiting sustainable agricultural development. Addressing this problem requires not only solving technical challenges but also understanding farmers’behavioral logic. Existing studies primarily analyze pollution causes and control measures from macro-policy or natural technical perspectives, lacking systematic exploration of how farmers, as micro-level decision-makers, inadvertently drive pollution diffusion through their behavioral motivations. This paper establishes an “awareness-motivation-action”analytical framework by examining farmers' decision-making patterns in agricultural production when faced with multiple factors such as economic benefits, risk avoidance, and social norms, analyzing how these patterns lead to excessive and improper use of inputs like fertilizers and pesticides, thereby contributing to non-point source pollution.
